PROJECT:
ALBUQUERQUE, NEW MEXICO MARKET AND FEASIBILITY ANALYSIS
WORK PROGRAM AND ACHIEVEMENT: This major southwestern City, after years of rapid growth and expansion, embarked on a commitment to strengthen the downtown's economic base by formulating an innovative development strategy for its core area. The Conservancy District retained Thomas Point principals to synthesize existing opportunities and plans into a cohesive and comprehensive policy statement relating to more effective use of the Rio Grande River in connection with downtown and neighborhood development The
consultant conducted detailed market and feasibility investigations regarding
the core Riverwalk project, as well as a number of action projects including a
performing arts center and a public aquarium. TPA staff assisted the District in
formulating public policy and determining the criteria for public participation
in the projects. The recommendations included an implementation plan with a
financing strategy that will establish a tax increment financing district and
set aside a portion of hotel - motel tax income, for property acquisition and
infrastructure development. In addition, the firm advised the District on
feasibility, economic impact, public participation and design with regard to a
number of related downtown projects.
