PROJECT: BALTIMORE, MARYLAND: Industrial Area Redevelopment
WORK PROGRAM AND ACHIEVEMENT: TPA's principal has worked for Allied Chemical Corporation over a period of approximately three years in the evaluation of reuse potentials of Allied's industrial site on the Inner Harbor in Baltimore. The 20-acre property was, for over a century, the site of a chrome manufacturing plant which discharged large quantities of toxic chemicals into the ground and surrounding water. As land uses changed on the Inner Harbor in the 1970's and 1980's, Allied Chemical closed the industrial operation and retained the consultant to evaluate development alternatives.
We worked closely with the architectural firm of RTKL & Associates in order to review market conditions and development potentials. We structured several alternative development programs which were converted into conceptual site plans. In addition to residential and retail uses, TPA evaluated costs and demand factors related to the development of a 115-slip marina which will be part of the Maritime Institute of the Lady Maryland Foundation, a non-profit organization which plans to operate a boat-building shop on the Inner Harbor.
TPA staff has continued to advise Allied Chemical on best approaches towards solicitation of a development entity and alternatives with respect to sale or lease of the property. Allied itself has responsibility for "capping" the site with approximately $60 million in site improvements which will contain the hazardous materials underground. The project represents the largest privately funded clean-up effort ever undertaken in Maryland, and one of the most significant new developments on Baltimore's Inner Harbor.
